ATLANTA -- The former Atlanta Public Schools superintendent says she still doesn't believe there was a "culture of cheating" in the district.

Beverly Hall tells the New York Times in her first interview since the nation's largest ever cheating scandal came to light in July that she "can't accept" the allegations in an 800-page investigation. She says the actions of the 178 educators accused in the report were "horrific," but they represent a small fraction of the 3,000 teachers who work in the district.

Hall retired after more than a decade at the helm of the 50,000-student district days before investigators said they found widespread cheating in nearly half of the district's 100 schools. Her attorney did not respond to repeated requests by The Associated Press for an interview with Hall.
