ATLANTA -- The federal appeals court issued a new order clarifying its decision to allow recordings of next week's high-profile arguments over the federal health care overhaul to be sold to the public for $26.

The order by the three-judge panel of the 11th Circuit Court of Appeals on Thursday said it was suspending the portion of the rules that allow recordings only for the exclusive use of the court. It still bans recording devices for members of the public.

The 11th Circuit Court of Appeals typically records arguments internally for judges, but the recordings are not generally made available to the public.

The Justice Department on Wednesday is set to ask the appeals court to overturn a judge's ruling that struck down the changes to the health care system.
