The plan announced Wednesday would give full scholarships for families making up to $140,000, or about 94 percent of Georgians. It also would give full tuition awards to the top 3 percent of graduates from every high school in the state.
It would eliminate Deal's call to scale back the state's pre-k program to half-day.
The plan would pay for the program by increasing the amount the Georgia Lottery sends to the HOPE coffers and reduce how much lottery retailers receive for selling winning tickets.
The Georgia House overwhelmingly passed Deal's bill on Tuesday. The measure now goes to the state Senate.
