The man, whose name was not released, suffered a massive stroke while he was in jail. His last arrest was for drug trafficking charges.
Chief Deputy Stan Copeland told The Atlanta Journal-Constitution that the man was in a coma and now requires constant care because he is paralyzed. He does not have health insurance.
County officials contacted the federal government but were told the man cannot be deported because he is from Cuba. Attorney Joseph Rosen, who specializes in immigration law, said the United States does not deport people back to Cuba, regardless of the circumstances.
Prosecutors have dropped charges against the man, freeing the county government of future bills.
