$1 million conservation project planned for aging, leaking Deaton Spring enclosure

The Polk County Water Authority (PCWA) is planning a major conservation project at Deaton Spring, located off Aragon-Taylorsville Road.

Water Authority Manager Jack Damron said the freshwater spring needs rehabilitation in order to cut down on the amount of water being lost at a rock/concrete enclosure and to protect the spring from floodwaters of the Euharlee Creek.

With the current condition of the enclosure, the authority is losing about one million gallons of water per day. The authority is permitted to draw four million gallons of water per day but withdraws only 1.8 to two million gallons per day.

The enclosure, built in the 1920s, is cracking, leaking and leaching water into the creek. Additionally, heavy rains will cause flooding since the wall height is about 18 feet below the 100-year flood plain.

When this occurs, the spring site and pumping station must be closed until the spring is purged and water turbidity regains levels.

The water authority has applied to the Georgia Environmental Finance Authority (GEFA) for a $1 million loan to cover costs of the conservation work.

Vickey Atkins, PCWA, has submitted a request for a loan guarantee from the Polk County Board of Commissioners. Her petition was approved on Feb. 12.

The project is being engineered and designed by R.J. Wood and Company, and coordinated with the U.S. Army Corps of Engineers and Georgia EPD.

Damron said the 10-month project is part of the water authority’s master plan. “It should go to bid in April or May,” he said.

PCWA’s master plan was approved in 2004 and updated in 2011, according to Damron.

This plan includes two other major projects – Aragon Wastewater Treatment Plant and Mulco Spring.

Rehab work at the Aragon Wastewater Treatment Plant has been completed at a cost of $955,500.

The rehab included replacement of mechanical equipment for the influent lift station, pumps, aeration basin aerators, secondary clarifier, return and waste sludge pumps and replacement of the existing lab, control and electrical building project.

Aragon’s wastewater facility was built in the 1960s and serves about 300 customers. No additional acreage was needed since the plant was not being expanded, only modified.

“We looked at capacity issues and determined that no real growth is anticipated in that coverage area,” Damron said. “Today, the plant has more than sufficient capacity to handle its current work.”

An existing facility is located at the Mulco site, which includes a pump, pump house and tank. A contract, totaling $52,373, has been let to Benny Hubbard Enterprises and work continues on this project.

concernedcdparent: Hi "concernedcdparent," it's kind of funny that your "name" has the word CONCERNED in it...because you don't actually seemed concerned about what matters here. The truth is that what matters is that the PCWA makes promises and doesn't back them up. People are only as good as their word...so that means that the PCWA did not follow through with the promise to set aside funds to get the people of Jud Brazier water! Yes, back a few years ago, the PCWA members made a verbal agreement to the residents of Jud BRazier to set aside money each year until they had enough to get water to those residents. Then the money that they had set aside disappeared, without any explanation as to where ALL of those funds went. They didn't even tell the families where the money went. It was just gone. I have been to a water board meeting and I have heard the questions asked from the residents of Jud Brazier but the PCWA board members will not give them any answers. The issues here is no longer that the Jud Brazier residents don't have water...the issue at hand now is that the PCWA has made broken promises with no answers for their actions. How sad it is that you can't trust people that are supposed to have the citizen's best interests at hand. The fact is that they have lied about several things...they have said many things that were not true and those lies have been proven as the lies that they are with material evidence. What a shame it is for people who don't know the whole story to make accusations when they don't even know the whole story. Yes, Jud Brazier residents would love to have water but the issue now is not the lack of water...it is the lack of accountability from the PCWA to all residents of Polk County, not just the people on Jud Brazier that need water. The people of Jud Brazier simply want honesty from PCWA about their water and all of Polk County's water issues...is that too much to ask for? I don't think so. However, instead the PCWA ducks their heads and avoids giving any direct truthful answers to the residents of Jud Brazier and if they have lied about the whole Jud Brazier issue, then what else do you think they are lying about?? What if they screw you over next?

The residents of Jud Brazier Road have NEVER demanded that the PCWA bring water to their community. They have never DEMANDED anything. All they have asked is that the PCWA stand on their word ( which CLEARLY has been in DOCUMENTED minutes, signed by board members, as well as voted on) that they provide them the water that they were promised and use the funds that they TOLD the county that they were obtaining the funds for.

I'm sure the residents of Jud Brazier Road will be livid. I think allocating funds for projects that encompass a large number of residents who already pay makes perfect sense.

I understand the Jud Brazier Road family's concerns and point regarding the issue, but it is outrageous to expect the PCWA to undertake such a large project for a small amount of people. It is unfortunate that their wells have dried up, but who is really responsible for that???

concernedcdparent...This is April Fincher and yes I am upset about this but not for the reasons you think..Of course I would like to have county water but that isnt the issue anymore the issue is that PCWA has lied about many things and as well as withheld information that is suppose to be public record so because of this I feel there is more going on that should be exposed at the PCWA and not about my water...There is alot going on there way beyond water for jud brazier rd and anyway if they could not run water to our area they never should have said they would within 5 years from 2007 or when they realized they were not why not inform us instead of allowing us to keep thinking they were? As far as who is responsible well I guess it isnt PCWA but PCWA does seem to care and take responsibility for AL since the lines run right past my road right into AL for about 3 miles many of my family members that live in AL and have PCWA..Why dont you ask for a detailed report after this project is complete to see exactly where all the funds are going to and paid to whom..good luck getting it they will stall all they can before providing information..NEXT I am a tax paying citizen and I have the email from the GEFA where they get money and they have stated in the email that it is federal and state funded so I have just as much say as you or anyone else and if they do not want me to have a say then I should be given any and all of any tax dollars that I have paid in that PCWA has gotten over the years since the citizens in my area do not matter to PCWA and evidently to you...You did not have to watch your husband who was already sick become stressed out due to their lies when all they had to do was be honest and then find your 39 year old husband dead in your bed on Jan 12, 2013 and then have the PCWA upset with the county commissioners because they made sure that my water tanks were filled the morning of Chad's death...No I do not blame PCWA for his death he has a very weak heart but I do blame them for adding to his stress not because they did not run us water but because they continued to lie about everything until the attorney general assisted us in getting some of their records....Unless you are going to take the time to sit with me face to face and allow me to show you my documents and tell you the full story from 2007 up to present day do not be writing comments that come off like my children and I or the rest of my neighbor hood does not matter...If they have no money how were they able to pay the 1.4 million loan they got in April of 2011 off already? I have this proof as well but sounds like you dont want the whole story its easier just to make assumptions without caring about the whole story

LIVID, uhh yes I would say so, its not that we dont think they should fix the problem, yes they should but they should not promise things to residents and not come thru with them. My brother did everything right to help his family get water. I guess if this was your family YOU might feel different. But since this does not concern you and yours you dont care. He has worked, lived, paid taxes and DIED in this county for 39 years and this county didnt care one bit about him nor his family. The thing that bothers ME the most is the water board will not answer questions...and to whom ever YOU ARE..if you would read any of the things WE ARE saying... they have offered meters to some of the residents out on jud braizer but refuse to offer one to my brothers family....so its not that we WANT the COUNTY TO PAY for there water JUST offer them water. so please know your facts before speaking on them. and like April said come meet with her and she will show you ALL the lies that the county has told and then MAYBE you will not be SO behind the PCWA on what they want to spend the 1.2 MILLION on oh that they told us they could not get.

You obviously are related to a member of the PCWA. How would you feel if you or a member of your family was without water? The PCWA are corrupt and WILL be held accountable!
